The incident was on Glebe Street. Neighbors reported seeing dozens of law enforcement officers, hearing gunfire and flashbangs, and watching agents try to persuade people inside a home to surrender.

No FBI agents were injured, but the agency did not clarify whether anyone else was hurt.

Surveillance footage from a neighbor’s home captured the first five law enforcement vehicles arriving around 6 a.m.

Haylee Donahue, who lives nearby, said she heard a woman announcing that authorities had a warrant. Donahue also reported seeing personnel from the FBI, Drug Enforcement Administration and San Diego County Sheriff’s Department.

Neighbors described hearing repeated flashbangs and several rounds of gunfire as an FBI agent spent more than an hour attempting to convince two people inside the home to come outside.

At one point, an agent could be heard saying, “I don’t want to see anybody get hurt.”

Nearly two hours after the operation began, a man whom neighbors heard agents refer to as David emerged from the home with his hands raised.

Authorities also appeared to be communicating with a woman who remained inside the home.

“There’s a female inside now that they’re trying to get.”

The FBI said agents would remain at the scene for the foreseeable future as the investigation continued. The agency also said there was no immediate danger to the surrounding community.

Authorities have not released the arrested man or woman’s full identity or provided additional details about the circumstances that led to the operation.
