Every two years, congressional districts are up for election, and both a Webb County judge and self-described activist seek to replace a Democratic incumbent who has held Texas’ 28th district seat for 20 years.
Henry Cuellar (D-Laredo) is up for his 12th reelection, this time against Republican Tano Tijerina and Independent Marlón Durán.
Cuellar assumed office in 2005 to a district that represents San Antonio’s Northeast and Southeast Sides, along with a portion of Guadalupe County. The Congressional District also stretches south into Atascosa, McMullen, Jim Hogg, Duval, Webb, Zapata and Starr counties.
Tijerina was sworn in as the Webb County Judge in 2015. He was a longtime Democrat before switching to the Republican Party in December 2024.
Tijerina earned endorsements from President Donald Trump, Gov. Greg Abbott and U.S. Sen. Ted Cruz, according to his website.
Durán’s campaign describes him as an activist who protests against federal immigration agencies, including U.S. Immigration and Customs Enforcement.
