Police said the footage shows Kolman engaging in what authorities described as lewd behavior while on the property.

Lt. Andy Snyder of the Cheltenham Police Department said the homeowner who reported the incident did not recognize the suspect.

The video allegedly shows Kolman continuing the behavior as he walked down a nearby alley and out of camera view.

Investigators identified Kolman and arrested him Thursday.

Police say Kolman was currently on parole from two previous open lewdness convictions.
