Two Proposition A measures are on Dallas ballots. Here's the difference.

Some Dallas voters will see two different measures with the same name on their November ballot: Proposition A. But the two propositions come from different governments and ask voters to approve very different things.

The duplicate names have raised concerns among some advocates about the potential for voter confusion.

City of Dallas Proposition A asks voters to authorize $443 million in general obligation bonds for five public safety facility projects.

According to the city, the money would help fund the Dallas Police Department Law Enforcement Training Center, Dallas Police Department Public Safety Training Complex, an Emergency Operations Center and 911 facility property room, evidentiary vehicle storage facility, and a crime lab, along with a fire station.

The city estimates repayment of the bonds, including principal and interest, at about $629.6 million over a term not to exceed 20 years.

Dallas County Proposition A asks voters to approve a higher property tax rate to generate roughly $100 million a year in additional revenue for programs aimed at reducing homelessness, including housing and mental health services.

Dallas County’s Proposition A focuses on homelessness.

The measure asks voters to approve a higher county property tax rate that would generate roughly $100 million a year in additional revenue.

According to the county’s ballot language, the additional money would go toward efforts to reduce homelessness and resolve encampments, help people experiencing homelessness achieve self-sufficiency, increase access to mental health treatment and support programs providing stable housing.

Supporters say the increase would amount to about $60 a year,or approximately $5 a month, for the average homeowner. Supporters argue the measure could provide a dedicated, ongoing source of funding for homelessness services at a time when some federal pandemic-era funding that helped expand housing programs is ending.

Ikenna Mogbo, chief housing officer for Metrocare Services, told NBC 5 that, with two propositions with the same name on ballots in Dallas, it’s important that people understand the difference.

“This is a once-in-a-lifetime opportunity for our community to really have an ongoing way to address this vulnerable population,” Mogbo said. “Please do not conflate it with the Prop A for Dallas.”

Mogbo said Dallas County’s measure is specifically focused on homelessness and the connection between homelessness and behavioral health.’

There is another similarity that may confuse voters. Both Proposition A measures include the words “THIS IS A TAX INCREASE” in their ballot language.

Dallas County’s Proposition A is asking voters directly to approve a higher county property tax rate.

For the City of Dallas measure, the city explains on its website that state law requires the “THIS IS A TAX INCREASE” language for bond propositions. The city also says its tax rate is not anticipated to increase related to this bond program.

Voters can read more about the measure on the City of Dallas 2026 Bond Election website.

Voters can find additional information about the measure on Dallas County’s official website.
