Metro Atlanta cop didn’t misuse Flock cameras checking up on significant other’s ex, DA finds
A metro Atlanta police sergeant is back on the force after investigators determined he did not misuse Flock cameras.
Covington police Sgt. Matthew Holbrook was under investigation after someone claimed he shared Flock data with another law enforcement agency to report the driver as DUI.
Newton County District Attorney Amber Dally says Holbrook did search for the driver using Flock, but had not searched for anyone for a month before the arrest.

Investigators say Holbrook is a in a relationship with a woman previously in a relationship with the DUI driver.
That man has previously pleaded guilty to a violent offense against that woman and her child, and she had obtained a temporary protective order, the DA confirmed.
Dally says the woman told Holbrook that she saw his distinctive car following her from time to time.

In response, Dally says Holbrook searched the man’s license plate on Flock 15 times between Oct. 2025 and Jan. 2026. However, none of the searches were around the time of the man’s DUI arrest.
“If Officer Holbrook was concerned about harm coming to the female, from someone she had an active temporary protective order against, proving he did not have a law enforcement purpose would be challenging,” Dally wrote in a letter to the Georgia Bureau of Investigation.
A spokesperson for the Covington Police Department confirmed that Holbrook is now back on duty.
