Tracking gangs: One focus is redirecting troubled youth

The Honolulu Police Department is working to identify the number of gangs operating on Oahu after a 24-year-old felon was accused by federal prosecutors of leading a criminal organization from the Kamehameha IV public housing complex in Kalihi.
